Can Programming Languages Be Considered Languages?

What is the difference between a programming language and a language that we speak or write in? Although the former is used by computers and the latter by humans, both transmit information and have rules, systems and grammar, and are utilized in a variety of ways. Moreover, they progress and evolve over time. During C-LAB Future Media Arts Festival, HOU June-Hao and LEE Chia-Hsiang gave a lecture entitled “Let’s Talk about the Creative Coding Intuition,” in which, based on the subtheme of PCD Taiwan, they led audiences to think about the intuition, context, and logic of programming languages.
