During the Japanese colonial period, the Industrial Research Institute of the Governor-General’s Office in Taiwan developed in three periods: the first was the Ministry of Chemistry and the Ministry of Health in the Research Institute of the Taiwan Governor-General’s Office (1909–1921); the second was the Central Research Institute of the Governor-General’s Office of Taiwan which included the Ministry of Agriculture, Ministry of Forestry, Ministry of Industry, Ministry of Health and General Affairs (1921–1939); after that followed the establishment of the Agricultural Laboratory, Forestry Laboratory, Industrial Research Institute and Institute of Tropical Medicine (1939–1945). Under the collaboration between the industries and the Japanese government, each stage had its own industrial policies. In addition to the development and utilization of resources and the improvement of product quality, there were more technical transfer or counseling, trying to promote the equalization of wealth of the country and industry.
